Tomsk public organization “Women's Voice”, which is engaged in the protection of women's rights, has been recognized as a foreign agent, the Russian Ministry of Justice has reported.
In accordance with Russian law, political non-profit organizations funded from abroad must independently register with the Ministry of Justice Russia as “foreign agents”. However, it is envisaged that the decision to include an NPO in the register of “foreign agents” can be appealed in court.
The Tomsk regional public organization for the protection of the rights and interests of women was established in 2009. Among the main activities of the organization— providing legal, social and psychological assistance to women of the Tomsk region, assisting women in solving problems related to family, motherhood and childhood.
Earlier that day, the Ministry of Justice recognized the April Tezis LLC company, which was created by the journalist Vladimir Voronov, previously recognized as a foreign agent, as a foreign agent.
The Ministry maintains four lists of foreign agents— for NGOs, media, individuals and unregistered organizations. The draft law “On Control over the Activities of Persons Under Foreign Influence”, developed by members of the State Duma commission to investigate the facts of interference of foreign states in the internal affairs of Russia, provides for the emergence of a single list of foreign agents instead of several that currently exist. The document also provides for recognition as a foreign agent without foreign funding, if a person or organization is under “foreign influence”; by coercion or persuasion.
