Venezuela confirms the lifting of US sanctions on the work of oil workers in the country

The US oil embargo on Venezuela has been in place since 2019. Negotiations to lift part of the restrictions have been ongoing since March. According to Vice President Delcy Rodriguez, this step was the beginning of the complete abolition of “illegal sanctions”

The United States abandoned restrictive measures that prevented the work of American and European oil companies in Venezuela. This was announced on Twitter by the vice-president of the Latin American country, Delcy Rodriguez.

“The Venezuelan government has verified and can confirm that the US has allowed its and European companies to negotiate and resume operations in Venezuela,” she wrote.

Rodriguez also noted that “Venezuela hopes that after this decision, the United States will start moving towards the complete removal of illegal sanctions.”

Earlier in the day, the US Treasury, in consultation with the State Department, issued a narrow license allowing US oil and gas company Chevron to negotiate a possible resumption of production in Venezuela that was halted by US sanctions.

United The states severed diplomatic relations with Caracas, imposed sanctions, and closed their embassy in 2019, accusing President Nicolás Maduro of electoral fraud. Negotiations between the United States and Venezuela on lifting the oil embargo resumed after Russia launched a special operation in Ukraine and imposed oil supply sanctions against Moscow.

In early March, Reuters, citing sources, reported that US officials could not agree with the leadership of Venezuela on the easing of sanctions on oil exports. Proposals to ease sanctions included allowing Caracas to sell oil through Western companies. Venezuela demanded, among other things, the return of control over the state oil company PDVSA.

A few days later, US President Joe Biden announced the release of two Americans who were in custody in Venezuela. This happened after the visit of an American government delegation to Caracas.

Against the backdrop of the military operation in Ukraine and the ensuing anti-Russian sanctions, gasoline prices in the United States reached record levels. Biden has repeatedly accused Russia and President Vladimir Putin personally of rising prices and inflation, which also began to rise since the beginning of the conflict.

The Russian Embassy in the United States has previously stated that Washington is trying to earn political points through Russophobia to justify its own failures in solving domestic problems. The real cause of the fuel crisis, according to the embassy, ​​is record inflation for the United States— “unsecured trillion-dollar financial investments in the economy, as well as sanctions wars against objectionable states.”

Medvedev explained why there are no Russian bases in Venezuela and Cuba

Deputy Chairman of the Security Council of the Russian Federation Dmitry Medvedev said that Russia cannot deploy its military bases in Cuba and Venezuela, as these countries seek to break out of isolation and restore normal relations with the United States.

“Venezuela, Cuba are our partners, countries that are close to us and conduct an independent foreign policy. But these are absolutely sovereign countries. We cannot place anything on their territory, since such actions must be consistent with their geopolitical positioning and their own national interests,” he added.

Medvedev specified that Venezuela and Cuba want to break out of isolation and restore normal relations with America. In this regard, we are not talking about the deployment of Russian military bases on the territory of these countries.

According to him, it is wrong to talk about the deployment of bases. This can provoke tension in the world.

“We have certain agreements with some states on the presence of our troops there, for example, with Syria. But getting ahead of ourselves and saying that we want to place our military base here is wrong and can provoke tension in the world,” he stressed.

“People, I’m asking for your mercy. We are in a deplorable situation,” she says in the recording. She’s not named, but she’s reportedly a hospital psychologist.

“The oxygen has simply run out in an entire unit. We don’t have any oxygen and a lot of people are dying. If you have oxygen available, bring it here to the Urgent Care Unit of the Redenção polyclinic. My God, there are a lot of people dying.”

The video was one of dozens that went viral on Thursday across the country, as hospitals in Manaus, the capital of the Brazilian state of Amazonas, ran out of oxygen — endangering the lives of dozens, according to reports.

In another video on social media, posted by a local journalist, retired nursing technician Solange Batista stands on the street in a burgundy face mask.

She says her sister’s blood oxygen level is below 60% and is on a manual respirator to survive.

“Patients are having to buy oxygen,” she says. “This is neglect. Neglect. In a federal hospital, I have to buy oxygen for a patient? This is impossible.”

Family members of patients with COVID-19 have waited for hours in long lines to purchase oxygen tanks from private distributors in the city. At least one businessman has been jailed for hiding oxygen tanks in order to sell at elevated prices.

Meanwhile, more than 200 patients are being transferred to hospitals in six different states. Health Minister Eduaro Pazuello said Thursday night that along with the lack of oxygen, there were over 480 people on the waitlist for intensive care units throughout the city.

“First, we ran out of ventilators, then beds and finally, and the least expected, oxygen. I believe we were already expecting a high number of patients, but not as we are actually seeing in practice.”

But Basualto says the whole situation could have been avoided. He points to inadequate planning and crowded stores and malls at the end of the year that helped the virus to spread.

“Since the beginning of the pandemic, we have been alerting the population about the need for isolation and prevention, the use of masks and social distancing, however what we saw was a disregard by many and denialism regarding the imminent severity of the situation,” he said.

This is not the first time the pandemic has hit Manaus hard. The city was ground zero for COVID-19 in Brazil back in April. The images of coffins being buried in mass graves in the city was a terrifying metaphor for the toll that the coronavirus was taking on the country.

Those mass graves are back.

“I believe we are living our worst moment. Just to give you an idea, yesterday, we buried 176 people just in the city of Manaus. It’s a very serious situation.”

Manaus is in a tough spot. First, it’s the only city in the state of Amazonas with ICU units. And that state is huge — roughly four times the size of Germany. This means that logistics and transportation are not easy.

Amid the oxygen shortage, many Brazilians took to social media with the word “lockdown.”

They blame President Jair Bolsonaro and his supporters for demanding the end of social restrictions and tighter measures that could have prevented the chaos now unfolding.

Such measures were set to be in place in late 2020 before state Gov. Wilson Lima rolled them back under pressure from the business community. Lima has now suspended public transportation and instituted an overnight curfew. He has also requested air support from the United States to help ship oxygen tanks from elsewhere around Brazil.

The Brazilian military says it has already shipped 8 tons of hospital supplies and is preparing to send more.

Venezuela, which shares a border with the state of Amazonas, has also promised to send in oxygen.

The spike in cases in Manaus comes as the region enters its rainy flu season.

For cardiologist Marcio Bittencourt, Manaus is being hit by a perfect storm.

“On top of everything you have the seasonal period of greater respiratory infections, which comes with the rainy season that is beginning now in January,” Bittencourt said. “We have a new mutation of the virus with a new variant that apparently is more infectious. And we have a clear problem of structural logistics and administration, which makes the situation ever more critical.”

Lines to buy fuel have been common in parts of Venezuela for years. But in recent weeks, the problem has arrived in the capital, where drivers are now waiting hours to fill their tanks.

When Dr. Arturo Martínez woke up in his Honda Civic, his car was a mess. It looked like a small apartment — full of pillows, blankets, cutlery and Tupperware with the leftovers of yesterday’s dinner.

“We prepared ourselves to spend the night here to be able to refuel. We brought some food and pillows to be a little bit more comfortable while waiting,” Martínez said.

Martínez was one of the hundreds of motorists waiting for gasoline in a miles-long line at a station in eastern Caracas. He arrived at 2 a.m., but five hours later, he wasn’t even close to reaching the pumps.

This is an unusual scene for Caracas’ residents. Lines to buy fuel have been common in parts of Venezuela for years. But, in recent weeks, the problem has arrived in the capital where drivers are now waiting hours to fill their tanks.

Every day before dawn in Caracas, essential workers, like doctors, line up for hours at the few gas stations that still have fuel. The OPEC nation with the world’s largest oil reserves is short on gas because its refineries have collapsed, and the country can’t import fuel due to US sanctions.

Martínez feels frustrated, he says — the shortages are limiting his ability to function as a doctor. His car is the only way he can get to work due to a lack of public transportation.

“There will come a time when there will be such great discomfort that doctors will say, ‘I am not going to work. I am not going because I have to suffer to get gasoline, and I am exposing myself to the virus while being in line.’”

Further back in line, Dr. Alejandro Rodriguez is also waiting for gas.

“I arrived at 5 a.m. It’s 9 a.m.,” Rodriguez said. “I should be in the hospital right now. Fortunately, what we do as colleagues is that we cover somebody’s shift when that person is queuing for gas. This is what we do, but it shouldn’t be like that.”

The government has promised that doctors and hospital workers will have preferential access to fuel stations. But Rodriguez has found the solution to be less than useful.

“I’ve had to line up within a special queue for doctors, but it’s still a line. They are daylong lines, practically. I don’t know if ambulances get preference, but my car doesn’t.”

Some fuel stations in Caracas were shut down in recent days, as authorities try to ensure the effective fulfillment of a nationwide quarantine and contain the spread of the coronavirus. The measure also aims to ration the country’s dwindling gasoline inventories.

According to fuel stations workers in Caracas, authorities are rationing gasoline by limiting drivers to five gallons for small cars and 10 gallons for trucks, vans and ambulances.

Increasing petrol shortages is making Venezuelans’ lives tougher. When the pandemic struck, Venezuela was already suffering from hyperinflation and a battered health system. Critics of President Nicolás Maduro blame the collapse on government corruption and mismanagement. The government blames US sanctions.

In Venezuela, filling a tank is basically free. Thanks to government subsidies, a full tank could cost less than a penny. But, out of desperation, some people, like Jesus Peña, who sells chicken at an open-air market, are now turning to the expensive black market for fuel.

Peña pays between $1 and $2 per liter. But, few people can afford those prices in a country where the minimum wage is less than $5 per month.

Venezuela has less than 500 reported cases of the coronavirus. The country imposed a nationwide lockdown in March when just a few cases were detected. Since then, Peña hasn’t been able to fill his tank at a station due to long lines. 

“Yesterday, my neighbor sold me 20 liters that he took out of his car. I paid $20 for it. This problem is going to get worse. I have more than one colleague who is not delivering anymore because they ran out of gasoline.”

The fuel shortages are already harming food production and delivery. Producers are not being able to get their goods to markets, and farmers are being forced to let crops rot in fields.

Even though Peña desperately needs the gas to keep his business going, he doesn’t know how much longer he can keep paying the high prices.

“I have gasoline for this week, I don’t know what will happen the next one. It’s worrying. I’m really worried,” he said.

Back at the gas station, as the line advances, some drivers, like Martínez, push their cars rather than turning on the ignition. Anything to save just a little extra gas.
