Portugal has rejected all applications for “golden visas” from Russians since February

The country suspended the program for Russians at the end of February, but ten Russian citizens still applied after that. All of them were denied

Ten Russian citizens applied for the so-called Portuguese “golden visas”— residence permit in exchange for investment— after the start of the operation in Ukraine, but they were all rejected, the newspaper Publico writes.

Portugal announced at the end of February that it was suspending consideration of applications for golden visas. from citizens of Russia due to the imposed sanctions of the European Union. At that time, the country issued 431 “golden visas” to Russians, of which seven— from the beginning of 2022. Portugal thus attracted «277.8 million investments in nine years.

Ukrainians since the launch of the program “golden visas” received 51 residence permits in exchange for €32.5 million investment.

There are more than 60 programs for obtaining citizenship or residence permits through investments in the world, some of them are in the EU countries. After the start of the Russian operation in Ukraine, some states suspended these programs, including Greece, the Czech Republic, Malta.

At the same time, Portugal opposed the general ban on the entry of Russians into the EU countries, which were proposed by some members of the association, including Estonia. “Portugal believes that the main purpose of the sanctions regime should be to punish the Russian war machine, not the Russian people. Portugal will participate in the discussion of this issue at the European level, contributing to the development of a common position of states— members of the EU»,— reported the Portuguese Ministry of Foreign Affairs.

Until the European Union has agreed on a ban, limiting itself to the suspension of the simplified visa regime with Russia, which will make it difficult, but will not limit the receipt of Schengen visas by Russians.

Musicians with the Afghanistan National Institute of Music arrived in Portugal in December 2021 with high hopes of working again in their profession. But six months later, the future remains uncertain for them.

When 24-year-old sitar player Huma Rahimi fled from Afghanistan last year, she said she gave her instrument to a man to hide for her before she left.

In Afghanistan, under Taliban leadership, playing music in public is forbidden and harsh consequences mean musicians’ lives are at risk.

“When I came from Afghanistan, I didn't bring my sitar, because if the Taliban knows that we are musicians, it will be dangerous for all of us. It was difficult."

“When I came from Afghanistan, I didn't bring my sitar, because if the Taliban knows that we are musicians, it will be dangerous for all of us. It was difficult,” Rahimi said.

Last December, Portugal welcomed Rahimi among nearly 300 Afghan musicians and some of their relatives affiliated with the Afghanistan National Institute of Music (ANIM), Kabul's only music academy. 

After a few months of limbo in Qatar, the group landed in Lisbon with high hopes for their futures as working musicians. Yet, six months later, their future remains unclear.

Many of the musicians are struggling to adjust to their new lives.

Rahimi, a member of ANIM’s Zohra orchestra, Afghanistan's first all-female music ensemble, currently stays at a refugee center in an industrial area just outside Lisbon, called the Centro de Acolhimento para Refugiados, run by a nongovernmental organization in partnership with the government. 

She said she was glad when Sarmast, ANIM’s director, found her a sitar to borrow — even if its sound wasn’t as good as the one she had in Kabul. 

She now uses the sitar to teach students staying at another refugee center in the area.

“It's difficult to come somewhere that you don't know the language, the culture, and you don't have anything here. … But I'm glad that I am safe here and I'm trying to be positive and work hard to see my future.”

She hopes that ANIM will reopen in Portugal and that she’ll be able to continue teaching the sitar in a school, like she did back in Kabul.

The group has already organized a few concerts and established a partnership with the music conservatory in Lisbon.

Rahimi thinks about the stark differences between her life now and her rural upbringing in Afghanistan, where it was difficult for girls to study — let alone to play music. “I believe in myself,” she said.

Other refugees are finding it harder to stay positive. 

Jamal Hashemi, a 30-year-old pianist, composer and ANIM member, said he thinks incessantly about the family he had to leave behind in Kabul. 

“Because of my [musical] activities, my family … they are in danger. I am afraid to call my wife, really. When I call, they start crying … and I say, ‘oh, my God, what should I do?’”

Hashemi and the other musicians were granted asylum, but they still need Portuguese residency papers to bring their families to Portugal. It could take months before they receive those documents. 

While waiting, Hashemi tries to help his relatives by sending them most of the $160 he receives from the refugee center intended for food, telephone services and transportation. 

Hashemi rarely leaves the center to try to save as much money as possible for his family back in Afghanistan.

“I'm just thinking about my future. What should I do? What should I do for my family? How can I earn money? I can't see the beauty of Portugal now because I don't care,” Hashemi said.

He did take one trip with his Portuguese teacher to Nazare, a seaside village north of Lisbon. It was the first time he saw the ocean, he said, but it was a completely numbing experience. 

Hashemi does find a little hope through connections with local musicians who reached out to ANIM members and invited them to play music at popular music venues, such as Tejo Bar, in Lisbon’s historic Alfama neighborhood.

Meeting musicians from all over the world inspired Hashemi to imagine opening an artists’ association in Portugal, similar to the one he founded in Kabul, known as azhang, a Dari term that refers to the power of the collective. 

“We have to explain the meaning. For example, we have water, a lake, and one drop of water comes to this lake. And you can see this wave becoming bigger and bigger and bigger. This process, we call it azhang,” he said.

One local musician in Lisbon gifted Hashemi a piano, for which he said he feels extremely grateful. 

His own piano remains in Kabul, hidden in the back of his parents' house under a mountain of bags filled with garbage.

The new one sits in the corner of his room in Lisbon, a small space he shares with a refugee from another country. 

While his roommate is out, Hashemi plays the piano. 

It’s the one thing that reminds him of who he is and — even here — still makes him feel at home.

Over the last decade, Portugal has issued more than 10,000 golden visas to foreign investors in exchange for $6 billion in investments. But some say the visa program prices out locals and that Lisbon’s historic neighborhoods are "losing the magic."

The main square of the historic Alfama district in Lisbon, Portugal, fills with the sounds of fado music as women sell traditional cherry liqueur in tiny chocolate cups. 

The festive atmosphere here draws packs of tourists to this area of the country every year. 

But activists say that iconic neighborhoods like Alfama have been threatened largely because of the government’s golden visa program for foreign investors.

Mendes blames it in part on the country’s golden visa program under which foreigners have flocked to invest in Portuguese properties and businesses in coastal cities such as Lisbon and Porto.

Portugal’s golden visa program began in 2012 to attract foreign investors. It was part of a package of incentives to rejuvenate the Portuguese economy following the 2008 global financial crisis. 

Under the program, golden visa holders can become permanent residents in Portugal if they invest a minimum of between $294,000 and $525,000 in real estate, depending on location and rehabilitation costs. Golden visa holders must spend at least seven days in Portugal for the first year and 14 days every two years after that. After five years, they can become citizens. Foreigners who live in Portugal less than six months a year can do so tax-free. 

In January, to relieve the pressure in popular coastal cities like Lisbon and Porto, the government changed the golden visa program so that foreigners can no longer qualify for the visa with a coastal residential purchase. However, properties in Portugal's interior, which have been less popular with investors and tourists, still qualify under the new guidelines.

So far, Portugal has issued more than 10,000 golden visas in exchange for $6 billion in investments, sparking a boom in real estate development and tourism.

People like Mendes say the visa program has been a double-edged sword.

“We have all the employment created, all the economy boosting. We have an enormous amount of rehabilitation work being done in the neighborhood,” Mendes said.

Mendes pointed out a late 19th-century mansion decorated with traditional blue and while porcelain tiles located on Rua Remedios, one of Alfama’s main streets. He said the building was purchased by Chinese investors and converted into luxury apartments. But the building is currently sitting empty, he said, adding that many of the area's buildings have been converted to short-term tourist rentals surrounded by conveniences that cater to them. 

“What you see is souvenir shops and bars and the art gallery. Which is good. But it's all that we have here in Alfama. And the grocery store, the bakery, the butchery disappeared. And that's a very high impact for the inhabitants,” he said. 

By January, real estate values were already up by more than 50%. The average rent in Lisbon is now nearly $1,000 a month. 

But Portugese developers and real estate investors have denied that the golden visa program alone has inflated home prices, claiming that other factors like high taxation and antiquated housing legislation have contributed to the housing crunch in coastal areas.

There are also other factors pushing out locals.

When the golden visa program began in 2012, the government also ended rent control, allowing property owners to raise rental prices and evict those who can not afford the new rates. 

Rita Silva, a housing activist with the organization Habita, said housing and rental prices have risen to levels beyond reach for many of Lisbon’s Portuguese residents.

A big part of her job is helping local residents fight eviction orders. She said she’s handled dozens of those cases since the golden visa was implemented.

"We are seeing more and more middle-class [people] that were all OK. They were living in the rental house and quiet and they thought they were going to live in that house for the rest of their lives in peace. And now, they don’t because rents are increasing, contracts are being interrupted and they don't have alternatives,” she said.

Irene Costa, 69, is facing eviction after 50 years in the same apartment building at the back of a quiet courtyard in the Alfama district. As a retired house cleaner, she shares her tiny one-bedroom apartment with a black cat. The apartment is crammed with her belongings.  

She said her problems started when her original Portuguese landlord died. The current owner, an investor from Brazil, wants her out so he can sell her unit. 

Costa lives on a pension of $300 a month and said she doesn't have the kind of money needed to purchase the unit or to rent it under the new owner. She said that she doesn’t know where she’ll go. 

She said it’s an agonizing situation and that sometimes she feels betrayed.

Mendes said one quarter of Alfama residents have either moved or been evicted in the last decade. 

Sara Paixao grew up in the area, and still works as a waitress here. She said she welcomes tourists and foreign residents but misses the old neighborhood — she remembers playing with her cousins and brothers in the streets. 

Paixao said that today, everything is more expensive and most of her neighbors are gone. 

“It’s sad. I think it’s sad. Because the neighborhood lost the magic of the people.”
