A party with neo-fascist roots, the Brothers of Italy, won the most votes in Italy’s national elections, looking set to deliver the country’s first far-right-led government since World War II and make its leader, Giorgia Meloni, Italy’s first woman premier, near-final results showed Monday.

Italy’s lurch to the far right immediately shifted Europe’s geopolitics, placing a euroskeptic party in position to lead a founding member of the European Union and its third-largest economy. Right-wing leaders across Europe immediately hailed Meloni’s victory and her party’s meteoric rise as sending a historic message to Brussels, while Italy’s left warned of “dark days” ahead and vowed to keep Italy in the heart of Europe.

Near-final results showed the center-right coalition netting some 44% of the parliamentary vote, with Meloni’s Brothers of Italy snatching some 26%. Her coalition partners divided up the remainder, with the anti-immigrant League of Matteo Salvini winning 9% and the more moderate Forza Italia of ex-Premier Silvio Berlusconi taking around 8%.

The center-left Democratic Party and its allies had around 26%, while the 5-Star Movement — which had been the biggest vote-getter in 2018 Parliamentary elections — saw its share of the vote halved to some 15% this time around.

Turnout was a historic low 64%. Pollsters suggested voters stayed home in protest, disenchanted by the backroom deals that had created the last three governments.

Meloni, whose party traces its origins to the postwar, neo-fascist Italian Social Movement, tried to sound a unifying tone in a victory speech early Monday, noting that Italians had finally been able to determine their leaders.

“If we are called to govern this nation, we will do it for everyone, we will do it for all Italians and we will do it with the aim of uniting the people,” Meloni said. “Italy chose us. We will not betray it as we never have.”

While the center-right was the clear winner, the formation of a government is still weeks away and will involve consultations among party leaders and with President Sergio Mattarella. In the meantime, outgoing Premier Mario Draghi remains in a caretaker role.

The elections, which took place some six months early after Draghi’s government collapsed, came at a crucial time for Europe as it faces Russia’s war in Ukraine and the related soaring energy costs that have hit ordinary Italian pocketbooks as well as industry.

A Meloni-led government is largely expected to follow Italy’s current foreign policy, including her pro-NATO stance and strong support for supplying Ukraine with weapons to defend against Russia’s invasion, even as her coalition allies stake a slightly different tone.

Both Berlusconi and Salvini have ties to Russian President Vladimir Putin. While both have distanced themselves from his invasion, Salvini has warned that sanctions against Moscow are hurting Italian industry, and even Berlusconi has excused Putin’s invasion as foisted on him by pro-Moscow separatists in the Donbas.

A bigger shift and one likely to cause friction with European powers is likely to come over migration. Meloni has called for a naval blockade to prevent migrant boats from leaving North African shores, and has proposed screening potential asylum-seekers in Africa, before they set out on smugglers’ boats to Europe.

Salvini made clear he wants the League to return to the interior ministry, where as minister he imposed a tough anti-migrant policy. But he may face an internal leadership challenge after the League suffered an abysmal result of under 10%, with Meloni’s party outperforming it in its northeastern stronghold.

Salvini acknowledged the League was punished for its governing alliances with the 5-Stars and then Draghi, but said: “It’s a good day for Italy because it has five years of stability ahead of it.”

On relations with the European Union, analysts note that for all her euroskeptic rhetoric, Meloni moderated her message during the campaign and has little room to maneuver given the economic windfall Italy is receiving from Brussels in coronavirus recovery funds. Italy secured some 191.5 billion euros, the biggest chunk of the EU’s 750 billion-euro recovery package, and is bound by certain reform and investment milestones it must hit to receive it all.

That said, Meloni has criticized the EU’s recent recommendation to suspend 7.5 billion euros in funding to Hungary over concerns about democratic backsliding, defending Viktor Orban as the elected leader in a democratic system.

Orban’s political director, Balazs Orban, was among the first to congratulate Meloni. “In these difficult times, we need more than ever friends who share a common vision and approach to Europe’s challenges,” he tweeted.

French far-right leader Marine Le Pen praised Meloni for having “resisted the threats of an anti-democratic and arrogant European Union.”

Santiago Abascal, the leader of Spain’s far-right Vox opposition party, tweeted that Meloni “has shown the way for a proud and free Europe of sovereign nations that can cooperate on behalf of everybody’s security and prosperity.”

Meloni is chair of the right-wing European Conservative and Reformist group in the European Parliament, which gathers her Brothers of Italy, Poland’s Law and Justice Party, Spain’s Vox and the Sweden Democrats, which just won big in elections there on a platform of cracking down on crime and limiting immigration.

“The trend that emerged two weeks ago in Sweden was confirmed in Italy,” acknowledged Democratic Party leader Enrico Letta, calling Monday a “sad day for Italy, for Europe.”

Several European countries have expressed fears at once that the sanctions that could be imposed against Russia in the event of its invasion of Ukraine, their economies will be affected, writes Bloomberg. In particular, Italy asked the EU to exclude the energy sector from the sanctions package.

According to the agency, Italian Prime Minister Mario Draghi held talks with partners in the European Union on how to reduce the impact of sanctions on key sectors of the Italian economy, including, possibly, removing energy from restrictions. In January, Rome sent an unofficial message to the European Commission outlining its concerns about the possible backlash of the sanctions.

In addition to the energy sector, Italy also fears for its luxury goods market, writes Bloomberg. The authorities have asked the EU to develop a compensation mechanism to help soften the blow.

In addition, Italy, as well as Germany, are trying to protect their banking sectors, the agency said. Instead of sectoral sanctions, Rome proposes to impose restrictions on individuals. Germany, France, the Netherlands and Poland are among the EU countries that are concerned about the consequences of the sanctions on sectors such as energy, raw materials and financial institutions, adds Bloomberg.

The day before, US Treasury Secretary Janet Yellen said that the global consequences of Western sanctions against Russia in the event of an escalation in Ukraine are inevitable. “Of course, we want Russia to bear the biggest costs,” — she said.— But we recognize that sanctions will have global implications.

She specifically noted the likely impact of sanctions on energy markets and stressed that Washington and the EU are working to ensure Europe has oil and gas supplies.

The previous seven rounds ended without results. Italian Prime Minister Mario Draghi asked the president to agree to re-election for the “good and stability of the state.”

Mattarella, 80, had previously said that he had “other plans for the future,” but given the prevailing situation, agreed to be re-elected for a second term, Senate member Julia Unterberger said.

Recently, Berlusconi has been experiencing health problems, over the past year he was hospitalized several times.

The European Union is planning to reopen borders for visitors outside of the bloc starting in July, but officials say reviews are underway for the status of the coroanvirus in countries and a document laying out criteria that could keep Americans, Russians and Brazilians out.

The 27-nation bloc is eager to restart tourism, which has taken a massive hit during the coronavirus pandemic, but fears of second spikes have so far only allowed for partial and patchy reopening of borders with multiple health and security curbs.

Draft recommendations from the EU’s current presidency Croatia, seen by Reuters, suggest allowing non-EU nationals in from countries with stable or decreasing infections, and those with a “comparable or better epidemiological situation” than Europe.

That epidemiological criteria is defined as between 16-20 new cases of infection reported over 14 days per 100,000 people.

Nations would also be assessed for their records on testing, contact-tracing and treatment, reliability of data, and reciprocal travel arrangements for EU residents, according to the document, to be debated by envoys in Brussels on Wednesday.

Based on the latest update by the bloc’s European Center for Disease Prevention and Control (ECDC), the proposed methodology could rule out travelers from the United States and Mexico, most of South America, South Africa, Russia, Iran, Saudi Arabia and Afghanistan, among others.

EU diplomats stressed, however, that the travel criteria could still change and that the recommendations will be non-binding.

“It seems there is a lot of wishful thinking in these recommendations. They are also causing much controversy. July 1 may slip and many countries may go their own way in any case,” a diplomat said of the proposal by the European Commission.

The proposal, aimed at promoting a coordinated approach, would cover Europe’s Schengen zone of normally-invisible borders that brings together most EU states as well as Iceland, Norway, Switzerland and Lichtenstein.

A major achievement of post-World War Two European integration, it has suffered a major setback in recent months as countries brought back border controls to contain the virus.

Eva Panarese, from Italy’s Tuscany, used to dream about moving to Sweden. Her mother, who is Swedish, would recount stories about her home country when she was little.

Panarese thought it sounded like the perfect place to settle and raise a family. Two years ago, she made it happen, moving with her husband, Ilario Ripoli, and their two children, to Lund, a university city in the south of the country. Their home is pretty idyllic, she says.

“It’s a beautiful natural area. We have the beach five minutes away. A lake just across the road. So, it’s really a paradise.”

But in late February, things changed. By then, countries across Europe were grappling with the novel coronavirus, closing their borders and heading into lockdown. But in Sweden, little changed. That lax response to the pandemic has led some foreigners, including Panarese, to rethink life in Sweden — some have even chosen to relocate.  

Panarese came back from a medical conference in Italy in February, and shortly afterward, her husband, who suffers from respiratory disease, and their son both became ill. At this stage, Italy, which would end up having one of the highest death rates in the world from the coronavirus, was only starting to wake up to the impact of the disease.

Panarese worried she might have contracted the virus during her trip and passed it on to her family. As her son’s condition improved, Ripoli got worse, and he was taken to hospital. It was here that Panarese became truly alarmed. No one in the hospital was wearing a mask, she says, and nobody offered them a test for COVID-19.

“They didn’t know what to do. They didn’t know how to help us. They did not want to do the test — not on me because I was asymptomatic, which I can understand — but not even on my husband.”

The Swedish government appealed to its citizens to maintain social distancing and to stay home if they were sick. Gatherings of over 50 people were banned, and companies arranged for staff to begin working from home. But unlike the rest of Europe, Swedish shops, restaurants, gyms and schools remained open.

For Panarese, it created a dilemma. Under Swedish law, children are obliged to go to school, and keeping them home can lead to intervention by child protection services. But Panarese’s own children were terrified they would contract the virus at school and infect their father.

“They were feeling a little bit like, ‘Oh my gosh, if I go to school and then I come back, I can kill my father.’”

Panarese defied the law and kept her children, who are 12 and 15, at home. But the experience has changed how she views the country. And she’s not alone.

Keith Begg from Limerick, Ireland, moved to Stockholm for love seven years ago. As the virus spread, Begg heard from family members back home about the strict lockdown Ireland was undertaking. Irish friends told him they felt a moral obligation to shut down the country in order to protect their elderly and more vulnerable people.

Begg says the sense of national unity he was hearing about in his native country seemed absent in his adopted city, where the attitude was practically “hedonistic.”

“There were packed bars, packed restaurants and cafes. The attitude here was just simply, ‘Sure, we might as well go out because we’re going to get the virus anyway.’”

Begg’s concern was initially very much in the minority. Support for the Swedish government’s approach in March was high. Frustrated, Begg set up a focus group of medical experts, teachers, parents and human rights activists to counteract the government’s stance. But his actions have come at a cost: Friends on Facebook sent him hate messages, while former colleagues blocked him. Begg says he has lost nearly all of his Swedish friends, some he has known for over 20 years.

“They think I’m crazy. So many of us expats have been seen as hysterical. We’ve had every expletive thrown at us.”

Begg believes the Swedish government’s strategy is driven primarily by economics, and the result, he says, is a society which is both “morally and ethically bankrupt.”

He has been socially isolating with his husband, Cristian Pettersson, who’s Swedish, since March.

Allyson Plumberg, who’s originally from Minneapolis, and her family have also been sheltering in place in Lund. They moved there two years ago when her husband, a physicist, was offered a job at the local university. At first, Plumberg says she loved the simplicity of life in Sweden with its strong emphasis on family-friendly policies. But she says the pandemic has shown her a different side of Swedish society.

Like Panarese, some of Plumberg’s friends have come into conflict with the education authorities for wanting to keep their children out of school for fear they will infect an at-risk relative.

“It’s really ironic that Sweden, which has this philosophy of equality for all, is being so deeply undermined for families right now during the pandemic.”

When Plumberg and her two small children go to the local grocery store, they are often met with stares, she says. They are the only customers wearing face masks. Plumberg makes them herself as she cannot find any on sale locally.

While support for the government’s approach had been markedly high, new opinion polls show attitudes are changing as the death rate has climbed. Sweden currently has one of the highest death rates per capita in the world, and recent polls show public support at less than 50%.

Chief epidemiologist Anders Tegnell, who is credited with driving Sweden’s strategy, said in an interview with SR, the Swedish state broadcaster, that too many people had died. But he did not apologize for the government’s tactics. Nearly half of those deaths have occurred in Swedish care homes.

Anna Douglas, who is from Scotland and supports the Swedish approach, believes that long-standing problems in nursing homes contributed to those deaths. She says the way the homes are run, and in particular, how they employ staff are key issues, with many workers on zero-hours contracts — meaning they have no guarantee of work. 

“You have a high exchange of people. You have people who are unwilling to be off sick if they are not feeling a hundred percent, and therefore, they come to work and potentially can spread this disease.”

Douglas says her family back in Scotland was worried when they saw Sweden defying the lockdown trend. She worried, too, but she believes the government is taking a more sustainable approach and looking at how to live with a pandemic in the longer term. The Swedish strategy empowers people to take responsibility for themselves and others, she says.

“I think mostly it’s treating people as adults. Giving people the responsibility to take judgments and decisions themselves. This isn’t something that the government can fix for us; it’s something that we all have to do together.“

Laura Servant, who is originally from Paris, agrees. She moved to Stockholm less than a year ago with her husband and two young children. She was relieved to be in Sweden and not France when the virus spread through Europe. Paris imposed one of the toughest lockdowns worldwide, and Servant says the stress of being stuck indoors for so long has had a severe impact on people’s mental health that is not being sufficiently acknowledged. She says she appreciates the freedom she has.

“I am feeling very blessed and very lucky to have this freedom. If I want to go to the park, I can go to the park without fearing policemen arresting me and asking me why I’m here.”

But Servant does not want to see visitors from other parts of Europe coming to experience those freedoms. She says people in Sweden are being generally cautious, adding that she’s still unable to visit her family back home.

“No, I don’t think it’s fair for them to think they can come here and do tourism, because I won’t be able to visit my family in a long time.”

Plumberg will be seeing her family sooner than expected. She is planning on moving back to the US this summer. Plumberg says although her husband’s contract in Sweden is coming to an end, that’s not the only reason they’re leaving: The Swedish attitude to the pandemic changed how they viewed the Nordic country and their future life there.

Begg has also begun applying for jobs back in Ireland. He says despite having Swedish citizenship, he can no longer imagine living in Stockholm long term. 

For Panarese, it’s an emotional and financial struggle. Her family bought a house for the first time in their lives, she says, and leaving now will lead to a considerable economic headache. But Panarese admits she is looking across the border to neighboring Denmark and seriously contemplating moving there. Sweden was the country she thought she would grow old and die in, she says, but now that no longer seems possible.

Italy is among several countries that began easing social distancing restrictions on Monday, including reopening factories, construction sites, hairdressers and libraries.

Others included Spain, Nigeria, Azerbaijan, Malaysia and Lebanon. And, several states in the United States began loosening lockdown restrictions.

More than 3.52 million people have been reported to be infected by the coronavirus globally, and more than 240,000 have died.

The move by several countries to loosen restrictions suggests that the rate of infections may be starting to flatten.

New Zealand and Australia said discussions are underway for the potential creation of a “travel bubble” between the two countries and in South Korea, shoppers and travelers crowded malls and beaches on the first long weekend since the country began easing curbs last month.

French economist Thomas Piketty’s new book, “Capital and Ideology,” which came out in March, examines the history of policies and political systems that have sustained economic inequality — and how the world might move toward a fairer economic system. “I think at this stage, you know, everybody is trying to do something.
