A supporter of the international terrorist organization “Islamic State” banned in Russia was detained in Karachay-Cherkessia (IG), who planned a terrorist attack at the facility of authorities and law enforcement, reports the Center for Public Relations (CSP) of the FSB of Russia.

According to the intelligence service, the man was planning a terrorist attack on one of the objects of the authorities and law enforcement “at the direction of a foreign emissary of the logistics”, however, while preparing the crime, he was detained in Karachaevsk.

The FSB also showed footage of the detention and search at the place of residence men. Components for the manufacture of an improvised explosive device and other materials exposing his criminal intentions were confiscated from him.

Investigators opened a criminal case under articles on preparation for a terrorist attack and participation in the activities of a terrorist organization . According to TASS, the detainee confessed to preparing a terrorist attack, he was arrested.

On April 13, the FSB announced the arrest of an IS supporter who was preparing a terrorist attack at a railway station in the Stavropol Territory. The suspect was detained when he was preparing to commit a crime, according to the FSB. Explosives and subversive elements that he bought to make an explosive device were confiscated from him.

Human rights groups say they are deeply concerned about the well-being of the children who remain injured or unaccounted for following an ISIS attack on a prison in northeast Syria. Many of the children's home countries refuse to them them back.

Last January, ISIS fighters carried out a brazen and coordinated attack on a prison in northeastern Syria.

They set off bombs at the entrance of the Al-Sina'a prison, killing dozens of people initially, and later, hundreds more.

The fighting went on for over a week. In the end, the Kurdish-led Syrian Democratic Forces in charge of the prison managed to take back control, with some help from US forces.

But roughly three months later, the fate of about 100 children, who were held at the prison, remains unclear — and human rights groups say they are deeply concerned about their well-being.

During the battle at the prison, one teenager, who said that he’s from Australia, sent audio messages to his family.

“I just got shot by an Apache [a type of helicopter], my head is bleeding. I have injured my head and my hand. There’s no doctors here who can help me,” he said.

The audio messages were shared with The World by a human rights group. The name of the boy was bleeped out for his own safety. But he says he is 17 and that he was held in the prison for three years.

That was back in January.

Letta Tayler, from Human Rights Watch, who’s been following this teenager’s case, said that she hasn’t heard from him since.

Aid groups say that there were at least 700 minors at al-Sina’a prison at the time of the attack. But Kurdish authorities have not provided detailed figures. SDF spokesman Farhad Shami did not respond to repeated requests for an interview with The World.

But earlier this month, the United Nations said that at least 100 children, some as young as 10 years old, are still unaccounted for.

“We have no idea if they are alive, wounded, sick or dead,” Tayler from Human Rights Watch said.

UNICEF told The World in an email that it does not have any updates about the children.

In February, The New York Times reported that the bodies of two teenagers had been found in the area.

The majority of the prisoners who were held at al-Sina’a are from Iraq and Syria. But new documents show that besides the Australian boy, there are minors who were born in Austria, France, Germany, Sweden, the UK and at least one American teenager.

In response to questions about the American minor, a US State Department spokesperson said via email that the agency can’t comment on specific cases, but that “the US government has repatriated 15 adult US citizens and 24 US citizen minors from Syria and Iraq.”

Sasha Hoffman, a researcher with the Rojava Information Center, a volunteer media group in northeastern Syria, said that the physical damage to the prison has not been repaired and that the prisoners have been moved to a new location.

“The compound where the ISIS members are being held right now is this new compound and they will not be transferred back to the old facilities,” Hoffman said.

What to do with the families of suspected ISIS members has been a major issue since the fall of the so-called caliphate in 2019. Thousands of women and children remain in camps or prisons in Syria and Iraq. Some are citizens of countries that are not willing to take them back.

In March, Save The Children said that “it will take 30 years before foreign children stuck in unsafe camps in northeast Syria can return home, if repatriations continue at the current rate.”

The charity didn’t comment for this story.

Some countries have repatriated their citizens who were in detention at the prison but the pace has been very slow.

Fionnuala Ní Aoláin, UN special rapporteur on the promotion and protection of human rights while countering terrorism, and her colleagues, have written letters to governments that have minors who are citizens of their countries in detention, calling for their repatriation.

In a letter to the British government dated Feb. 1, 2022, they wrote that the “boys were primarily brought to Syria or Iraq by parents or other family members, or were born in Syria to individuals who traveled there. An unknown number of children were allegedly conceived from acts of rape and sexual coercion during the conflict or forced marriage.”

They also sent a letter to American officials.

“These are children. They have no responsibility for the circumstances of their birth. They did not choose to go or be born in northeast Syria. And they deserve to be treated with the full compassion and the rights of the child.”

“These are children. They have no responsibility for the circumstances of their birth,” Ní Aoláin told The World. “They did not choose to go or be born in northeast Syria. And they deserve to be treated with the full compassion and the rights of the child.”

In fact, she said, they should be treated as victims of ISIS, not accomplices, given how the terror group indoctrinated children for its own purposes.

“The prison is not the solution to this problem,” she added.

The US and other countries provide some funding for these prisons.

In 2020, The Global Coalition To Defeat ISIS, led by the US, gave more than $2 million to the Kurdish authorities running the detention facilities. Some of that aid was in the form of riot gear and security equipment.

Last year, the British government said it would give $20 million to upgrade the main prison in Syria.

The coalition also sent in more armored vehicles to northeastern Syria in February, adding that the vehicles had “quickly proved their worth” in the fight to take back the Al-Sina’a prison.

But Tayler, of Human Rights Watch, sees this as shifting the burden onto the Kurds, “who have a lot on their hands.”

“They are an undermanned, cash-strapped force, fighting a war on various fronts. And what I find unconscionable is that the home countries of these boys outsource management of their citizens inside a warzone.”

Experts like Tayler say these prisons remain a target for ISIS. And keeping young boys locked up, without due process, under inhumane conditions, could lead to security threats in the future.

“The longer that they know that their home countries have shut the door on them and thrown away the key, the more they might think, ‘Well, OK, I might as well join ISIS.’” 

Tayler said that it’s time for these children’s home countries to step up and find a political and humane solution.

When Sara Selim heard the iron gate creak open as she got ready for bed one night in October last year, a pang of fear instantly gripped the 22-year-old. 

Residents of the Iraqi Kurdish village of Lheiban know better than to leave their houses when the sun sets behind the slopes of nearby Qarachogh mountain. 

It’s been over four years since ISIS was declared territorially defeated in Iraq, but bands of militants still roam these lands.

Before Selim could check the door, four armed men in military fatigues barged into the house.

“Where’s Mam Hassan?” the militants screamed, she said.

The men were looking for her father-in-law, Hassan Mohammad Hassan, the village’s mokhtar or community leader. The militants were after Hassan for working with Kurdish Peshmerga forces, the military force of Iraq’s semi-autonomous Kurdistan region. 

In this area, ISIS takes advantage of the security gaps created by territorial disputes between the semi-autonomous Kurdistan Region and the federal Iraqi government — often leaving villagers to fend for themselves. 

The family told the militants that Hassan was out at his farm, but the men didn’t believe them. They made Selim guide them room by room to look for her husband's father.

“[The militants] said, ‘If you aren’t going to tell us where Hassan is, we are going to take [the child],’ and grabbed him by the arm."

This type of frenzied attack is typical of ISIS.

Gone is the powerful ISIS organization that took over more than a third of Iraq and Syria. Now, motley gangs launch hit-and-run attacks — sporadically targeting infrastructure, and killing and intimidating security forces and vulnerable citizens. 

ISIS militants attacked a prison in Syria in January. A day later, in Iraq, the group waged a deadly attack on Iraqi armed forces. These incidents stoked fears that ISIS might be staging a comeback. 

The attack on the prison complex, known as al-Sinaa or Gweiran prison, was the largest since the group was declared territorially defeated.

But according to Michael Knights, a fellow at the Washington Institute, ISIS has never been weaker in Iraq. 

“At the moment, Islamic State [ISIS]attacks in Iraq are at the lowest level — not just in terms of the numbers, but also in terms of the complexity and effectiveness."

Knights, who co-authored a study on the attack metrics of the insurgency, said this is a result of pressure from antiterrorism operations, including the killing of ISIS leaders, and the expansion of security forces into remote rural areas. 

In February, ISIS leader Abu Ibrahim al-Qurayshi blew himself up during a US commando raid in northwest Syria, where he’d been in hiding. His replacement has been announced, but little is known about him. 

The group has still been able to launch isolated fatal attacks, but in many villages like Lheiban, intimidation tactics are more common than mass carnage.

Iraqi commander Abdallah Attieh said that right now, ISIS has no power.

“They might carry out a few attacks occasionally, " Attieh said, “but they can’t hold territory for more than 10 minutes.”

He said militants descend from their cave hideouts in the nearby mountains to demand food and protection money from local villagers.

Villages like Lheiban often get caught up in these disputes, falling victim to these security gaps. 

One night in December, when a shepherd warned Hassan of over 25 militants descending from the mountain toward the village, the community leader called both security forces to warn them of the imminent attack. 

“I called both Peshmerga forces and the army. They both said 'it’s disputed territory — we can’t move in without coordination.' … We were helpless. And the government wouldn’t come, so what do we do?"

So, the men of the village prepared for the attack. They gathered weapons, night-vision goggles and took to the rooftops. 

“We were helpless. And the government wouldn’t come, so what do we do?”

The men engaged in an all-night firefight with the militants. Security forces finally showed up at 5 a.m., hours after the attack began.

Hassan said he is disappointed in both forces but is relieved that, today,  after three separate ISIS attacks, both Iraqi military and Kurdish outposts are now positioned at opposite ends of Lheiban.

Officials say these outposts and newly established joint brigades will help secure the disputed territories.

But the lingering effects of the terrorist attacks endure in areas where ISIS has had a presence.

More than half of Lheiban’s inhabitants have fled.

The United States dealt a major blow to ISIS in Syria last week with the assassination of the group’s leader, Abu Ibrahim al-Hashimi al-Qurayshi. But experts say that does not that spell the end of the terror group that once held large swaths of territory across Syria and Iraq.

In the early morning hours of Feb. 3, residents in and around the town of Atmeh in northwest Syria heard the sound of helicopters circling overhead.

Next, witnesses later told reporters, came calls ordering people inside a three-story residential building to surrender followed by gunfire that lasted around two hours.

A US-led coalition was carrying out a raid targeting ISIS leader Abu Ibrahim al-Hashimi al-Qurayshi. A bomb killed him and his family in their home near the Turkish border, according to US military officials.

Qurayshi was killed along with about a dozen other people including children and women, in the shelling and clashes that ensued after the US commando raid, according to the Britain-based Syria Observatory for Human Rights and the opposition-run Syrian Civil Defense, first responders also known as the White Helmets.

The raid was complex and entailed months of planning, collecting intelligence and rehearsal, according to Col. Myles B. Caggins III, who was the spokesperson for the Global Coalition to Defeat ISIS in Iraq and Syria from August 2019 to September 2020.

“These rehearsals take place in the United States or some other secure location and prior to the mission there have to be a variety of clearances to move in the air, on the ground. There are numerous contingencies and backup plans,” he said, adding that this operation was even more complicated given that there are no US or coalition bases in northwest Syria.

But he and other experts say that while Qurayshi’s assassination dealt a “significant blow” to ISIS, it does not spell the end of the terror group that once held large swaths of territory across Syria and Iraq.

A secretive figure 

Qurayshi, 45, was somewhat of an obscure figure. In his short tenure as the leader of ISIS, he never sent out a video or audio message and didn’t appear in public. Qurayshi was from Iraq and he became the leader of ISIS in 2019, after his predecessor, Abu Bakr al-Baghdadi, was assassinated in a similar US raid.

Last week, from the Roosevelt Room, President Joe Biden described Qurayshi as someone responsible for heinous acts.

“He was the driving force behind the genocide of the Yazidi people in northwestern Iraq in 2014. We all remember the gut-wrenching stories, mass slaughters that wiped out entire villages.”

Caggins was in Erbil, in northern Iraq when Baghdadi was killed. He recalled the local media coverage.

“Every network was covering the Baghdadi raid wall-to-wall and as they covered the Baghdadi raid, they were including footage of when ISIS was tearing across Iraq and Syria,” he said.

A few days later, he met with some local reporters.

“The energy and the questions from the reporters were not just looking for answers, it was expressing on behalf of the community of viewers and listeners that they had the relief and joy that Baghdadi had come to his death.”

Iraqis and Syrians have borne the brunt of the atrocities committed by ISIS.

As of today, the group no longer controls any territory for its so-called caliphate.

Meanwhile, Caggins looks at the demise of Qurayshi with tempered optimism.

“Because the death of any leader of ISIS or terrorist group is a tactical win, but with each one of these wins it’s not time to spike the football. There’s still plenty of work to be done to eliminate ISIS forever.”

ISIS still a threat 

Ibrahim al-Marashi, who teaches Middle East history at California State University, San Marcos, agrees that it is too soon to celebrate the defeat of ISIS.

“[ISIS] has branches in Iraq and Syria. It has branches in Afghanistan that conducted a very deadly attack in August. And then, it has branches in North Africa: Egypt, Tunisia, sub-Saharan Africa. About maybe seven affiliates in Africa,” he said. “That doesn’t sound like a defeated insurgent group. That sounds like an insurgent group with still a global reach.”

The killing of Qurayshi comes on the heels of one of ISIS’ biggest and most daring attacks in recent years.

On Jan. 20, the group attempted to release hundreds of suspected ISIS members from a prison in the northeast of Syria. The fighting went on for about a week and ended only after US forces intervened.

According to the United Nations, ISIS currently has between 6,000 and 10,000 fighters across Syria and Iraq.

Marashi explained that the group doesn’t have the strength to capture much territory, so it has reverted back to its early days, when it was an underground network.

“[It’s] just simply enduring, and waiting out the chaos. Because the chaos ultimately serves its existence,” he said.

As for who ISIS’ next leader might be, Marashi said it’s hard to say. He expected Qurayshi's appointment because of his previous role as a spokesman for the group. But this time around, the successor is much more opaque.

According to Marashi, ISIS has a council of men who will likely choose the next leader. But long-term development goals for the region — like stability, jobs, and food security — will make it harder for ISIS to recruit and grow.

Assassinating another leader of the group won’t mean the end of ISIS, he said.

The Greek government says it wants to make room for asylum-seekers waiting out their applications in camps on the Greek islands and elsewhere. More than 6,000 refugees are at risk of being evicted and that number will keep growing every month.

When Bouri al-Kaidi and her four young kids got on a boat in Turkey to make the treacherous journey to Greece a few years ago, they had virtually no other choice.

They’re Yazidis — a religious and ethnic minority — from Sinjar in northern Iraq. In 2014, ISIS launched what the United Nations has now recognized as a genocide against Yazidis — murdering, kidnapping and raping thousands.

Kaidi says her own husband was kidnapped by ISIS. To this day, she still doesn’t know if he’s dead or alive.

Kaidi and her four now children live in a small apartment 10 minutes outside of Thessaloniki, the second-largest city in Greece. As they went through the asylum process, they were able to get housing and a monthly stipend of 400 euros — that’s about $450 — through the Emergency Support to Integration and Accommodation (ESTIA) program, which is funded by the Asylum, Migration and Integration Fund of the European Union.

Kaidi qualified for the program because she’s a single mom, and because of mental health issues she’s developed since her husband’s disappearance, she said. But recently, the payments stopped coming. And Kaidi was told she’d have 30 days, until July 1, to leave her apartment. Thousands of others face the same deadline because of a new law adopted by the Greek government earlier this year.

Under the law, adopted in March 2020, recognized refugees have 30 days to leave organized accommodations like ESTIA, and transition to living independently. Previously, the grace period was six months. The Greek government says it wants to make room for asylum-seekers waiting out their applications in camps on the Greek islands and elsewhere. Currently, more than 31,000 migrants and asylum-seekers are in overcrowded camps, living in unsanitary conditions as they wait for their asylum applications to be processed.

In a TV interview earlier in June, Greece’s Migration and Asylum Minister Notis Mitarachi said the government doesn’t have the capacity to give housing, a stipend, and other services both to people applying for asylum and to those who have already secured it.

He suggested that the program is being abused by people who no longer qualify for it, and said that there are many in the program who secured asylum in 2018 and 2019 but are still receiving the benefits. Kaidi got asylum in 2018, but wasn’t aware of any rules that she had to leave after six months, she said. So, she decided to stay.

“It’s true that the people in the camps need to taken from the mud, the makeshift tents, the trash, the unsanitary conditions, and be put in a safe housing environment.”

“But it’s not right to take out the already-vulnerable so that we can bring the people from the islands. It needs to work another way.”

Nongovernmental organizations that coordinate ESTIA placements say the program was always meant to bring temporary relief to asylum-seekers.

“The goal of the ESTIA is to empower people to move on, on their own,” said Lefteris Papagiannakis of SolidarityNow, another NGO involved with the ESTIA program.

“But when you lack the next step, then you just put them on their own out on the street.”

The Greek government, he said, doesn’t have a solid integration plan for recognized refugees: to help them get jobs and long-term housing and learn the Greek language. He has little faith in HELIOS, an integration program funded by the European Commission.

“Greece has never worked with doing integration before. Now, it becomes increasingly difficult because the policy of the government changed. The narrative of the government changed. It became more toxic.”

It became more toxic,” Papagiannakis said, adding that the fairly new Greek government, which came into power last summer, has taken an increasingly anti-migrant stance.

Integration, Papagiannakis said, requires the cooperation of Greek society. Greeks need to employ refugees, rent out apartments to them. But people are less willing to do that in this environment.

“Because when you demonize refugees and then you ask from the whole society to show solidarity, it sends mixed messages and in an increasingly toxic environment. And people react. It makes complete sense.”

As for the ESTIA program, Papagiannakis said he doesn’t buy that the government has migrants’ best interests in mind. He points to the fact that just this month, the government said it was slashing 30% of the program’s budget.
