Le Chateau Landon is a quiet, nondescript brasserie in the 10th arrondissement of Paris, steps away from the Gare de l’Est railway terminal.

Not much about the black and red interior stands out. But the café has kept a steady clientele of regulars for decades — many of whom are older people.

In April, it lost one of its favorite regulars: A 92-year-old man named Eugene Deutsch who had survived the Holocaust, then a bout with COVID-19.

Deutsch was a neighborhood figure known for making the daily rounds at the local cafés and bakeries. He would have his morning coffee at Le Chateau Landon, followed by an afternoon Côtes du Rhône wine at the neighboring Le Cristal. In between, he would buy himself a fresh baguette — always bien cuite, or “well done.”

But when France went into lockdown in mid-March, this routine was upended. Deutsch’s health quickly deteriorated.

Philippe, the café’s owner, says that once the lockdown took effect, Deutsch “lost his taste for life.” It’s something he’s seen happen to many older people in the neighborhood. 

“[Older people] aren’t necessarily dying of COVID-19, but in a way, they’re dying because of it.”

Deutsch was hospitalized shortly after the lockdown took effect. Neighbors say that he was diagnosed with COVID-19, but recovered and went home. He died a few weeks later from an unrelated health issue. 

He had lived in the same building for more than six decades. James Smurthwaite was one of Deutsch’s neighbors.

While they rarely exchanged more than simple pleasantries, Smurthwaite says he was deeply touched by Deutsch and wanted to do something to honor his memory. In late April, he attached an obituary to a tree in front of their building.

Deutsch was generally reserved and didn’t talk much about his personal life. But here’s what Smurthwaite was able to share.

Eugene Deutsch was born in Hungary in 1928. When he was a boy, he was sent to the Buchenwald concentration camp in Germany, something he never spoke about after the war. In the 1950s he settled in Paris, where he worked as a security guard at a department store. Deutsch never married or had children, but he enjoyed being around others. 

Smurthwaite says that above all, Deutsch loved being outside and used to walk for miles every day.  

Smurthwaite hopes those reading the dedication he posted will spare a thought for the many older people now stuck inside, and who, like Deutsch, may never see a world post-COVID-19.

Back at the café, the owner Philippe, who only goes by his first name, grabs a teeny tiny wine glass he keeps on a shelf behind the bar. It’s so small, they don’t actually make this kind of glass anymore. But he kept it for Deutsch.

“And now this glass is sad,” he says. “It’s a small souvenir of someone who I miss dearly…someone who was a pillar of the neighborhood.”

Still reeling from the massive explosion that flattened Beirut’s port on Tuesday, many Lebanese are turning toward anger and frustration over corrupt Lebanese officials for the presence of a warehouse full of ammonium nitrate at the center of the blast. French President Emmanuel Macron visited Beirut today and warned that without serious reforms the country would “continue to sink.”

The blast, which killed at least 137 people and injured more than 5,000, appears to have been caused by an accidental fire that ignited the warehouse at the city’s port, according to Lebanese President Michel Aoun. The devastation in Beirut — with buildings across the city damaged and more than 250,000 people displaced from their homes, forced to move in with relatives and friends — is compounded by the ongoing pandemic and an economic crisis.

The World Health Organization (WHO) has said test results for a man who is possibly North Korea’s first case of the coronavirus are “inconclusive,” even as the country moved to isolate 3,635 of his apparent contacts. Pyongyang declared a state of emergency on July 26.

In Afghanistan, the country’s health minister said an antibody survey revealed almost one-third of the nation may have been infected with the coronavirus. The research was conducted by WHO and Johns Hopkins University. While the testing showed Kabul and other urban areas were worst affected, it is believed a significant percentage of cases have been asymptomatic.

And, with Hiroshima marking the 75th anniversary of the 1945 nuclear blast on Thursday, the survivors were a diminished presence due to the threat of the coronavirus and their old age. Hibakusha, the name for the survivors of those atomic tragedies, have been a force for peace and strong advocates for a nuclear-free world. The two bombs in Hiroshima and Nagasaki killed at least 200,000 people.

Beverly Harlow is clearly in her element as she wanders among the poultry taking over her backyard near Lindsay, Ontario, northeast of Toronto.

A flock of ducklings and 16 chickens peck at her feet. She expects that all these birds will produce a rainbow assortment of eggs — enough to feed the family and send the surplus to a local food bank.

“They’ll be blue, green; I have one breed that does pink, brown and olive color eggs as well,” she said. “So, I’m really excited about that.”

Harlow and her family have lived on this half-acre of land for four years. But she says that until this spring, they could never afford to raise chickens. Between combined salaries of Harlow and her husband, they barely covered the bills. They themselves relied on the food bank.

But Harlow lost her job as a telemarketer and sales representative after the novel coronavirus hit. That qualified her for a $2,000 a month emergency jobless benefit from the Canadian government. Now, Harlow says the family is doing well. They’ve planted a vegetable garden, painted the kitchen and even made room for a homeless teenager.

“It’s really empowered us. It’s done more than just pay the bills. It’s given us options, and it’s given us a little bit of freedom that we’ve never really felt before,” she said.

The Canadian emergency jobless benefit is a temporary program. Anyone who lost their job or couldn’t work because they got sick can apply for it by answering a few simple questions online.

It’s also turned into what may be the world’s largest experiment with a universal basic income. More than 8 million Canadians have applied. And as governments scramble to come up with ways to financially support people out of work because of the pandemic, many economists and politicians say the Canadian program is proof the time has finally come for a no-strings-attached, guaranteed income.

Wayne Lewchuk, an economic historian at McMaster University in Hamilton, Ontario, said a universal basic income is “modern policy for a modern labor market.”

Lewchuk was one of the experts hired to monitor a recent universal basic income experiment in Ontario, Canada’s largest province. In that case, the government enrolled 4,000 low-income earners in a pilot project. They were offered a no-strings-attached, fixed annual income of about $17,000 for individuals and $24,000 for a couple. They were encouraged to keep working and could earn a total of $34,000 before their government income was cut off.

Less than halfway through the experiment, a provincial election brought in a new government, and the experiment was canceled. There were no definitive results. But earlier this year, Lewchuk and a team of researchers surveyed 200 participants.

“Bottom line is it was a great success for people who were on the pilot.”

He says a majority smoked less, drank less, ate better, stayed healthier and kept their jobs. A third even got new, better-paying work.

“It gave them a floor below which they couldn’t fall, and it gave them more confidence and security, and it meant that they could either go out and look for a better job, take a chance on a better job, or they could advance their training and get more education.”

Lewchuck argues that with so much economic damage caused by the coronavirus pandemic, this kind of safety net will become more important than ever.

Harlow says she used to think the idea of a universal basic income was a joke, but her own experience has changed her mind completely.

“Worrying about if you’re going to eat or pay hydro really breaks you down, and it puts you in this cage mentally that you can’t think past, whereas now, the cage is gone and I can think bigger,” she said. 

Harlow still hasn’t found a new job and says she’d like to go back to school. “We’re growing, and we’re cultivating a future. And that money has just empowered — like the word empower is just all I can say about it.”

Prime Minister Justin Trudeau has announced that Canada’s emergency response benefit will be extended for another two months. He said the pandemic is an unprecedented challenge for the country and a lot of people need this support while they look for work.

The coronavirus pandemic has brought leisure travel to a standstill. International tourism could decline by up to 80% this year, according to the United Nations World Tourism Organization. Now, just as the Northern Hemisphere enters the summer season, governments around the world are trying to revitalize their tourism economies.

“The idea to start reallowing travel is not to open up all borders to everybody, but that countries form free travel zones,” said Per Block, an Oxford University researcher in social mobility. 

“Free travel zones” — also known as “corona corridors” and “travel bubbles” — are agreements with neighboring regions that allow for travel across borders for non-essential trips without quarantining upon arrival.

Countries don’t need to have zero cases of COVID-19 to form a travel bubble, but all countries involved should be at a similar stage of reopening, Block said.

“Travel is slowly being allowed again, even though their caseload is nowhere near zero.”

A report last month from the European Commission recommends this strategy for European Union member-states. Spain, Italy, Greece and Portugal are among the countries that have agreed to opening their borders to travelers from the EU. Norway and Denmark, meanwhile, have opened their borders just to each other, leaving other Scandinavian countries out of immediate plans.

Beyond Europe, travel bubbles are also popping up. People in Singapore and select Chinese provinces can now travel for business without having to quarantine for 14 days. Travelers will be subject to COVID-19 tests before and after flying, and will be required to use an app that tracks their movements during the trip.

Australia and New Zealand were among the first to discuss the idea of a travel bubble. Both countries have been praised for their handling of the pandemic, and New Zealand even announced zero active cases of the disease this week.

But New Zealand Prime Minister Jacinda Ardern says Kiwis aren’t ready to welcome in Aussies just yet.

“We need to be assured that when we open up to Australia, we can do that with confidence.”

“We need to be assured that when we open up to Australia, we can do that with confidence. There are still cases in Australia. So we do need to be careful,” Ardern said at a press conference on Monday. “They’re not quite in the position New Zealand is in.”

The European Commission shares that caution. A report this week announced that travelers coming from outside the EU will not be allowed into EU member states for non-essential travel through June 30. Spokesperson Sonya Gospodinova says a plan to loosen the travel restrictions is being developed.

“We are looking ahead to resuming the travel from outside the EU very shortly,” Gospodinova said. “Possibly in July.”

Like the kind made of soap and water, travel bubbles are fragile. The United States has one of the worst infection rates in the world, and the lack of widespread testing and contact tracing might doom its chances of being invited into any travel bubble at this point — even with its closest neighbors.

We have failed too. We just have not failed as badly as you have.”

Those in favor of reopening the border point to Canada’s reliance on the US for tourism. According to the Tourism Industry Association of Canada, nearly 70% of people visiting the country come from the US. But Attaran says the marketplace can’t operate without a healthy population.

“Americans need to get quite realistic about this,” he said. “Unless you get this disease under control quickly, it’s not just the end of your economy — it’s the end of your country, really.”

Patients admitted to hospitals in Detroit, Michigan, are often cared for by Canadian nurses. Some 1,600 nurses in Ontario, Canada, cross the border every day to work in the US health care sector. And some nurses work in hospitals on both sides of the border.

But the pandemic could change that. As the number of novel coronavirus cases grows in Michigan, some officials in Ontario are calling for restrictions on where these nurses can work — telling them to essentially pick a side.

Michigan had more than 28,000 confirmed cases of COVID-19 and nearly 2,000 deaths as of Friday. Ontario, by contrast, had some 10,000 cases and 500 deaths.

Crossing from Detroit, Michigan, to Windsor, Ontario, which lies just across the Detroit River, is a daily communte for some. “We practically are one community when you are looking at Windsor and Detroit. A significant number of people cross every day,” said Dr. Wajid Ahmed, the chief medical officer in Windsor-Essex County, Ontario. “Close to 6,000 people who cross the border and work in Michigan. Close to 1,600 are health care workers who are going there and working there.”

But Ahmed is concerned about transmitting the coronavirus across the border, and has called for stricter restrictions to reduce risk. “What we have seen recently is a significant increase in the number of cases [on the] Michigan side. And [on the] Ontario side, the increase was not as significant,” Ahmed said. “But when we are talking about health care workers, they don’t have any boundaries. They’re working there. They’re working here. So we did feel that there has to be a better measure to contain the virus as much as possible.”

Ahmed spoke with The World’s Marco Werman about the medical relationship between the US and Canada.

Marco Werman: Would you say hospitals in Michigan are pretty dependent on nurses from Canada?

Dr. Wajid Ahmed: I would say so, because I know some of the hospitals, they have a significant proportion of their workforce that are from Canada and they need those workers to keep the operations going. And without these workers, they won’t be able to operate the way they normally do. And this is not even a normal time. So it would be very difficult for them to maintain operations.

So what restrictions are being put on these nurses currently, and what restrictions do you think should be put in place?

What is happening in the Canadian side is, a health care worker needs to restrict their work to one facility and not work in multiple facilities. If you are coming back and you’re still working in Michigan, knowing that your risk is high, when you’re returning to Canada, the moment you enter Canada, you basically go into the self-isolation mode. So you’re coming straight to your home. You’re not going to any grocery store or doing any of the work that you need to do. And you are staying at home and not meeting anyone, and follow[ing] everything that you should. So we are hoping that these measures, if followed appropriately, they won’t be spreading it to our community.

So if you were in charge, doctor, would you make it so that nurses would just stop going to the US altogether?

If in my community, the needs are [that] I need those nurses, then probably, I would say, “Yes, we need those nurses right now because we have a shortage of nurses and we are critically low in nursing supplies.” And right now, that’s not the situation. So we feel that, yeah, we are basically just doing our part as neighbors. They need our support. Can we provide them with our support? Yes, we can. So might as well do it. And if that changes, then that’s a different conversation altogether. Right now, we haven’t seen that at this time.

So as you know, earlier this month, President Trump banned the export of N95 masks to Canada. And then Prime Minister Justin Trudeau say Canada would not issue any retaliatory measures in response. And he cited the nurses in Ontario as an example of how close the US and Canada are intertwined. Would restrictions on nurses suddenly change that and raise tensions, do you think?

I don’t think so. I think as Canadians, we do have a better understanding of how we how we should support not only ourselves, but a global fight against this COVID pandemic. And we will continue to do our part, continue to support our neighbors, continue to support the rest of the world as much as possible, up to our capacity. And I think that’s a great thing that being a Canadian means, and supporting others.
